Urgency for an EU blacklist of third countries in line with the Anti-Money Laundering Directive

Decision

The European Parliament adopted Resolution P8_TA(2019)0216 on 14 March 2019 (procedure 2019/2612(RSP)), welcoming the Commission’s delegated act of 13 February 2019 and noting that the Council objected to that delegated act.

What Changes

The resolution endorses the Commission’s new methodology and the self-standing list of 23 high-risk third countries, urges the Commission to publish its country assessments, to address concerns and to present a revised delegated act promptly, and requests transparent benchmarks for reforms, advancement of Priority 2 assessments and additional human and financial resources for the Commission’s DG JUST; it also calls on Member States to transpose 4AMLD and 5AMLD.

Who Is Affected

The resolution concerns the 23 third countries named in the delegated act and EU obliged entities such as banks, casinos and real estate agencies, as well as Member States and the Commission services involved.
