Measures to address the impact on European agriculture of the WTO ruling on the Airbus dispute

Decision

The European Parliament adopted resolution P9_TA(2019)0082 on 28 November 2019 addressing the impact on European agriculture of the WTO arbitrator and Dispute Settlement Body decisions that authorised US countermeasures in the Airbus dispute.

What Changes

The resolution urges the Commission to monitor market disturbances, investigate sectoral impacts and, where justified and within WTO rules and budget limits, mobilise rapid support for the worst affected sectors; it asks the Commission to consider tools under the Single Common Market Organisation such as private storage and market withdrawal, to revise promotion rules to allow flexibility for campaigns in the US and third countries, to adapt control and audit rules, and to approve additional promotion allocations for 2019.

Who Is Affected

The resolution identifies EU agri-food exporters as affected, noting that the United States is the main destination for EU agricultural exports and that the United Kingdom, France, Spain, Italy, Germany and Ireland are the main Member States hit, with products such as wines and spirits, olive oil and dairy among those targeted.
