EU adopts 12th package of restrictive measures against Russia

Measure in Brief

The Commission adopted the twelfth package of EU restrictive measures against Russia, combining energy measures to reinforce the oil price cap and curb the use of a "shadow fleet", an import ban on certain LPG and Russian diamonds, import restrictions on steel raw materials and processed aluminium and copper, expanded export controls on dual-use and industrial goods, new listing criteria for asset freezes and anti-circumvention provisions.

Who Is Affected

Measures target Russian oil and energy exporters, vessels and operators engaged in deceptive shipping, actors in Russia's military and defence and entities aiding circumvention, sectors including diamonds, steel, aluminium, copper, chemicals and advanced technologies, and Russian nationals seeking control of crypto service providers.

What Comes Next

Several measures are phased: the LPG ban enters after a 12-month transition, G7 diamond bans and a traceability certification roll-out follow steps on 1 January 2024, 1 March 2024 and 1 September 2024, and some metal import restrictions include 12-month, two-year or four-year transitional periods.
