EU Action Plan for Affordable Energy aims to cut bills and boost renewables

Main Message

The Action Plan tackles the three components of energy bills — supply costs, network charges and taxes and levies — by combining immediate measures such as tax reductions and new tariff methodologies with longer-term reforms to accelerate renewables, grid development and market integration. It also proposes support measures for industry including a PPA pilot with the EIB, derisking tools and a Tripartite Contract concept to secure long-term supply and stable prices.

Why It Matters

Energy poverty affects more than 46 million Europeans and retail electricity prices have almost doubled, while renewables supplied around 47% of EU electricity in 2024 after a record 205 GW of solar and wind capacity since 2022. The Commission cites IEA estimates of around €100 billion in savings from renewables in 2021–2023 and highlights significant costs from curtailment and grid congestion.

What Follows

The Commission will issue guidance and recommendations on taxation and tariff design, table new permitting and grid legislation including a European Grid Package, and use task forces to monitor gas markets and complete the Energy Union.
