Commission proposes Fit for 55 package to meet 2030 target

Process in Brief

The Commission adopted a package of legislative proposals to make EU policies fit for delivering the emissions reductions set out in the European Climate Law. The package revises the EU Emissions Trading System, creates a new emissions trading system for road transport and buildings, and updates rules on effort sharing, land use, renewables, energy efficiency, transport and taxation.

What Is at Stake

The proposals would put a carbon price on additional sectors, tighten the existing ETS, set a target of 40% renewable energy by 2030, strengthen energy efficiency obligations and require average new car emissions to fall to zero by 2035. The package also includes a Carbon Border Adjustment Mechanism and a Social Climate Fund to support vulnerable households and mobilise funding for a fair transition.

Timeline

The package is presented to deliver the targets in the European Climate Law which enters into force this month and embeds milestones for 2030, 2035 and climate neutrality by 2050 while the Social Climate Fund would cover 2025–2032.
