Tackling China's critical raw materials export restrictions

Decision

The European Parliament adopted a resolution (P10_TA(2025)0166, procedure 2025/2800(RSP)) on 10 July 2025 condemning China’s export restrictions on certain rare earth elements and permanent magnets.

What Changes

The resolution condemns the measures, urges the Chinese authorities to lift the restrictions and calls on the Commission and Member States to accelerate implementation of the Critical Raw Materials Act, secure investments in extraction, processing and recycling, assess strategic stock levels of listed REEs and improve collection and retention in the internal market. It also requests use of procurement preference clauses, stronger international coordination and forwarding of the text to EU institutions and national governments.

Who Is Affected

China is the exporting actor named and the measures are said to affect EU industries including the automotive sector, semiconductors, green energy and renewables, aerospace, defence and healthcare as well as the Commission and Member States.
