Resolution on China’s critical raw materials export restrictions

Decision

The European Parliament adopted a resolution on tackling China’s critical raw materials export restrictions, recorded as B10‑0329/2025 under procedure 2025/2800(RSP) and reflected in the adopted text P10_TA(2025)0166.

What Changes

The resolution expresses serious concern at China’s unilateral export controls on rare earth elements and magnets, deplores the weaponisation of critical raw materials and calls on the People’s Republic of China to immediately remove these items from its control list while urging swift, coordinated and proportionate responses; it also calls for diversification of supply chains, full implementation of the EU’s Critical Raw Materials Act, stepped-up domestic extraction in the EU and (re-)establishment of processing capacity within Europe, and instructs the Parliament’s President to forward the resolution to EU institutions.

Who Is Affected

The measures and calls affect EU industry and Member States reliant on critical raw materials, the People’s Republic of China as a major supplier, and global allies and partners engaged in critical minerals supply chains.
