Parliament objects to Commission AML/CFT regulation

Decision

The European Parliament adopted resolution B10‑0316/2025 and objects to the Commission delegated regulation C(2025)03815 (procedure 2025/2740(DEA)) of 10 June 2025, instructing its President to notify the Commission that the delegated regulation cannot enter into force and to forward the resolution to the Commission, the Council and Member States' governments and parliaments.

What Changes

The Commission delegated regulation would amend Delegated Regulation (EU) 2016/1675 by adding Algeria, Angola, Côte d’Ivoire, Kenya, Laos, Lebanon, Monaco, Namibia, Nepal and Venezuela to the Annex list of high‑risk third countries that have provided written high‑level political commitments and developed an action plan with the FATF, and by removing Barbados, Gibraltar, Jamaica, Panama, the Philippines, Senegal, Uganda and the United Arab Emirates from that list. Parliament objects to the act and calls on the Commission to submit a new delegated act taking account of the concerns set out in the resolution.

Who Is Affected

The resolution concerns the named third countries and addresses risks to the Union financial system, the internal market, Member States, the Commission and other EU institutions and bodies referenced in the text.
