Motion for European digital independence
EP Position
The motion calls on the Commission to assess whether current measures are sufficient to ensure continued provision of digital services, in particular messaging services, within the EU. It also urges the Commission to develop retaliatory options if foreign businesses suspend messaging or data‑hosting services and to test solutions for rapid transfer of services to European set‑ups.
Key Trade Point
The resolution highlights the trade risk that foreign companies may receive injunctions from their governments ordering suspension of electronic messaging and cloud activities in Europe and specifically requests retaliatory measures when such suspensions are used as leverage in trade negotiations. It notes that some cities have already reduced use of certain Microsoft services to lower dependence on US technology and that the CEO of Microsoft has promised legal action to restore affected services if such injunctions occur.
What Comes Next
The motion instructs the Parliament President to forward the resolution to the Council and the Commission.
