EU adopts 12th package of sanctions against Russia

Measure in Brief

The Council adopted the EU's 12th sanctions package, which adds over 140 listings and asset freezes and introduces new import and export bans, tighter implementation of the G7+ oil price cap, stricter asset-tracing obligations and enhanced anti-circumvention measures. The package also includes additional export controls and bans affecting dual-use and advanced technological goods valued at about €2.3 billion per year and a coordinated G7 ban on Russian diamonds.

Who Is Affected

The measures target more than 140 individuals and entities including actors in the Russian military and defence sectors, private military companies, IT actors, and those involved in forced "elections", child re-education and disinformation; trade measures affect diamonds, certain metal goods, LPG, dual-use and industrial goods and specified third-country entities. The package also adds 29 entities linked to Russia's military-industrial complex, including entities registered in Uzbekistan and Singapore.

What Comes Next

G7 members will implement a direct ban on Russian diamonds by 1 January 2024, with bans on diamonds polished in third countries from 1 March 2024 and expansion to lab-grown diamonds, jewellery and watches from 1 September 2024, while the Commission will monitor enforcement and Member States are required to trace assets.
