Circular economy: deal on new EU rules for the automotive sector

Co-legislators reached a provisional agreement on a regulation setting circularity requirements for vehicle design and end-of-life vehicle management.

What Is at Stake

The deal requires new vehicles to be designed for easy removal of parts and sets recycled plastic minima of 15% within six years and 25% within ten years, with 20% of those targets coming from plastics recycled from end-of-life vehicles or removed parts in a closed loop. It also foresees Commission targets for recycled steel and aluminium two years after entry into force following feasibility studies, rules on transfer of ownership documentation, extended producer responsibility three years after entry into force, mandatory removal of certain parts and hazardous liquids before shredding, national inspection strategies, and a ban on exporting non-roadworthy vehicles five years after entry into force.

Timeline

The provisional agreement must be approved by both Parliament and Council before the new rules can enter into force.
