Parliament urges sanctions and conditionality on Azerbaijan

Decision

The European Parliament adopted a resolution of 19 December 2024 addressing continued repression of civil society and independent media in Azerbaijan and naming the cases of Dr Gubad Ibadoghlu, Anar Mammadli, Kamran Mammadli, Rufat Safarov and Meydan TV; the resolution was instructed to be forwarded to the Council, the Commission, the VP/HR, Member States and Azerbaijani authorities.

The resolution calls for EU sanctions under the global human rights sanctions regime against Azerbaijani officials and insists any EU‑Azerbaijan partnership agreement, including on energy, must be conditional on respect for fundamental rights; it also calls on the Commission to suspend the 2022 Memorandum of Understanding on a Strategic Partnership in the Field of Energy.
