Resolution on draft decision renewing authorisation for GM cotton MON 88913
Decision
On 13 November 2025 the European Parliament adopted resolution B10‑0492/2025 (P10_TA(2025)0289) on the draft Commission implementing decision renewing the authorisation for placing on the market of products containing, consisting of or produced from genetically modified cotton MON 88913 (MON‑88913‑8). The motion for a resolution was tabled by the Committee on the Environment, Climate and Food Safety.
What Changes
The resolution finds that the draft Commission decision exceeds the implementing powers in Regulation (EC) No 1829/2003 and is not consistent with Union law and the precautionary objectives of that regulation. It calls on the Commission to withdraw the draft, not to renew the authorisation because of concerns linked to glyphosate herbicide use, biodiversity impacts and insufficient evidence on long‑term safety, and requests a legislative proposal to reform GMO decision‑making.
Who Is Affected
The resolution directly concerns Bayer Agriculture B.V. and Bayer CropScience LP as the applicant, the Commission, Member States, EFSA and operators placing products containing or produced from GM cotton MON 88913 on the EU market.
