The resolution calls on the Commission to carry out an impact assessment and to propose immediate binding legislative measures to create an EU‑wide standard of an average of one minute for processing heavy goods vehicles at intra‑EU border crossing points, and requests compliance monitoring including penalties. It also calls for measures to allow use of smaller border crossings during closures, to address driver shortages through training and funding, to reinforce cross‑border cooperation on theft and to increase financing for safe truck parking.

Who Is Affected

The measures target EU Member States and institutions and directly affect the road transport sector, including truck drivers, haulage businesses and related sectors such as logistics, tourism and hospitality, with specific reference to Romania, Bulgaria and external borders with Western Balkans countries.
