Parliament consents to EU–Norway amendment on WTO tariff‑rate quotas after Brexit

The European Parliament gave its consent to the conclusion of the Agreement amending the EU–Norway arrangement pursuant to Article XXVIII of GATT 1994, on the draft Council decision (13817/2023 – C10‑0189/2024 – 2023/0341(NLE)). The responsible committee adopted its recommendation on 20.2.2025 with a final committee vote of 30 in favour, 2 against and 1 abstention and texts were recorded as adopted (P10_TA(2025)0029).

What Changes

The Agreement amends the Agreement between the EU and Norway to modify concessions on all tariff‑rate quotas included in the EU Schedule CLXXV as a consequence of the UK’s withdrawal, implementing apportionment rules set out in Regulation (EU) 2019/216. It revises the EU27 shares for three TRQs for which Norway had negotiating rights, including two pig‑meat TRQs (4 786 tonnes and 5 720 tonnes) and one skimmed‑milk powder TRQ (62 917 tonnes), reflecting updated reference‑period trade data.
