Parliament adopts position to extend EU exceptional trade measures

Decision

The European Parliament adopted its position at first reading, taking over the Commission proposal (COM(2025)0229, 2025/0108(COD)). The Committee on International Trade adopted the report on 6.10.2025 and the committee vote recorded 32 in favour, 3 against and 3 abstentions.

What Changes

The proposal extends the existing Regulation (EU) 2024/823 and carries over the current autonomous trade measures while deleting an obsolete reference to fisheries and clarifying the rules on suspension and temporary suspension of benefits. The explanatory statement notes the extension until 2030 and states there are no additional budgetary implications for the EU.

Who Is Affected

The measures affect countries and territories participating in or linked to the Stabilisation and Association Process, notably Western Balkans economies and agricultural producers benefiting from duty suspensions for fruits and vegetables and tariff-quota access for wine.
