Framework for ensuring a secure and sustainable supply of critical raw materials

Decision

The European Parliament adopted its position at first reading on 12 December 2023 on the Commission proposal for a regulation establishing a framework for ensuring a secure and sustainable supply of critical raw materials (procedure 2023/0079(COD); report A9‑0260/2023). The adopted text is recorded as P9_TA(2023)0454 and, following agreement with the Council, corresponds to the final legislative act Regulation (EU) 2024/1252.

What Changes

The act establishes an EU framework aimed at securing and making sustainable the supply of critical raw materials and amends Regulations (EU) No 168/2013, (EU) 2018/858, (EU) 2018/1724 and (EU) 2019/1020. Parliament instructs its President to forward its position to the Council, the Commission and national parliaments and asks the Commission to refer the matter back if it substantially replaces or amends the proposal.
