European Parliament resolution on tackling China’s critical raw materials export restrictions

The European Parliament adopted resolution B10‑0331/2025 (texts adopted P10_TA(2025)0166) on 7 July 2025 under procedure 2025/2800(RSP) to wind up the debate on the statement by the Commission pursuant to Rule 136(2). The text formally expresses strong concern about China’s decision to apply export restrictions on seven rare earth elements and permanent magnets.

What Changes

The resolution urges the Commission and Member States to accelerate implementation of the Critical Raw Materials Act, to assess and report on minimum strategic stocks of the listed REEs and related end‑use applications, and to put the CRMA monitoring dashboard and stress‑testing mechanisms into operation. It also calls for faster circularity measures, increased research and innovation funding for substitution, and requires large companies in strategic sectors to carry out risk‑preparedness exercises and consider stockpiling.
