European Parliament resolution on China’s critical raw materials export restrictions

The European Parliament adopted resolution B10‑0326/2025 under procedure 2025/2800(RSP) to wind up the debate pursuant to Rule 136(2), recorded on 7.7.2025 and published as the text adopted by the Parliament.

What Changes

The resolution urges the EU and China to use the upcoming summit to ease trade tensions and revive multilateral rules, rejects confrontation or bloc‑building, and calls for a policy shift prioritising reduced consumption, circularity and value addition. It demands concrete measures including a binding EU target to cut demand for primary raw materials by at least 10% by 2030, increased investment in recycling, mandatory due diligence and transparency in strategic partnerships, and exclusion of companies with serious human rights or environmental records from strategic projects.
