European Parliament resolution objects to renewal of GM soybean MON 87708 authorisation

Decision

The European Parliament adopted resolution B10‑0493/2025 on the draft Commission implementing decision renewing the authorisation for placing on the market products containing, consisting of or produced from genetically modified soybean MON 87708, recorded as P10_TA(2025)0291, under procedure 2025/2896(RSP) and last updated on 14 November 2025.

What Changes

The resolution concludes that the draft exceeds the Commission’s implementing powers and is not consistent with Union law, calls on the Commission to withdraw the draft and not to renew the authorisation due to risks linked to dicamba use and insufficient long-term evidence, and requests a legislative proposal to reform the GMO decision-making procedure while urging the Commission to take account of international obligations.

Who Is Affected

The resolution directly concerns the European Commission, Member States and their governments and parliaments, EFSA, the Standing Committee on Plants, Animals, Food and Feed, and the applicants Bayer Agriculture B.V. and Bayer CropScience LP.
