European Parliament backs closer EU–Armenia ties and calls for Armenia–Azerbaijan peace agreement

Decision

The European Parliament adopted resolution B9‑0166/2024 under procedure 2024/2580(RSP), recorded as P9_TA(2024)0158, to wind up the debate pursuant to Rule 132(2) of its Rules of Procedure and set out its positions on EU‑Armenia relations and the need for a peace agreement between Armenia and Azerbaijan.

What Changes

The text calls for sustained implementation of the EU‑Armenia Partnership Agenda and CEPA and urges increased EU technical, humanitarian and financial support, a visa liberalisation dialogue, and further mobilisation of the Economic and Investment Plan to boost investment and trade. It also urges enlargement and strengthening of the civilian EU Mission in Armenia, requests consideration of support via the European Peace Facility, demands withdrawal of Azerbaijani troops from Armenian territory, calls for release and amnesty for detainees from Nagorno‑Karabakh, encourages completion of border delimitation and demining, and warns that targeted EU sanctions should follow if Azerbaijan does not comply.
