EU-Liechtenstein agreement on Border Management Fund participation
Decision
The European Parliament gave its consent to the conclusion of the Agreement between the Union and the Principality of Liechtenstein on supplementary rules for participation in the Instrument for Financial Support for Border Management and Visa Policy and instructed its President to forward its position to the Council, the Commission and the governments and parliaments of Member States and of the Principality of Liechtenstein. The committee recommendation is A9-0144/2024 and the Committee on Civil Liberties, Justice and Home Affairs adopted the report on 19 March 2024 with a committee vote of 43 in favour, 3 against and 7 abstentions; texts adopted include P9_TA(2024)0217.
What Changes
The Agreement sets out the supplementary rules necessary for Liechtenstein’s participation in the BMVI as part of the Integrated Border Management Fund for the 2021–2027 programming period and requires that implementation in shared, direct or indirect management comply with Union principles and rules on financial management and control. It provides mechanisms for swift adjustment to changes in key Union legislation and includes a provision on the European Travel Information and Authorisation System.
Who Is Affected
The Agreement directly affects the Principality of Liechtenstein, Member States and other Schengen associated countries participating in the BMVI and engages EU oversight bodies including the Court of Auditors, OLAF, the EPPO and the Commission.
