EU adopts temporary trade‑liberalisation measures for Ukrainian products

Decision

The European Parliament adopted its position at first reading on 23 April 2024 on the proposal for a regulation on temporary trade‑liberalisation measures for Ukrainian products and took note of the Commission statements annexed to the resolution; Parliament's position corresponds to the final legislative act, Regulation (EU) 2024/1392.

What Changes

The regulation supplements trade concessions under the EU/Euratom/Ukraine Association Agreement by introducing temporary trade‑liberalisation measures and a reinforced safeguard mechanism that can be activated in the event of adverse effects on the market of one or several Member States as well as on the EU market as a whole. The Commission will monitor imports of grain, in particular wheat, pay attention to concentration in Member States neighbouring Ukraine, may use surveillance tools under Regulation (EU) 2015/478 including import licensing if imports threaten to cause injury, and will pursue consultations with Ukraine under Article 29 of the Association Agreement on reciprocal tariff liberalisation.

The measures affect Ukrainian exporters, the EU and Euratom and their Member States, EU grain producers and farmers, businesses, and Member States neighbouring Ukraine.
