EP resolution on China’s critical raw materials export restrictions

The European Parliament adopted the resolution titled "European Parliament resolution on tackling China’s critical raw materials export restrictions" (P10_TA(2025)0166) under procedure 2025/2800(RSP) on 9 July 2025.

What Changes

The resolution strongly condemns China’s export restrictions on selected rare earth elements and permanent magnets, urges China to lift them while noting a Chinese proposal for so‑called "green lanes" and calls on the Commission and Member States to accelerate implementation of the Critical Raw Materials Act, secure investments including a dedicated budget line in the forthcoming multiannual financial framework, assess strategic stocks of listed REEs, boost domestic mining, processing and recycling capacity, pursue clean trade and investment partnerships and use procurement preference clauses for trusted suppliers.
