EP resolution condemns killings of indigenous and environmental defenders in Brazil

Decision

The European Parliament adopted resolution P9_TA(2022)0292 under procedure 2022/2752(RSP) on 6 July 2022, strongly condemning the murders of Dom Phillips and Bruno Pereira and deploring growing violence and harassment of environmental and human rights defenders in Brazil. The text calls on Brazilian authorities to carry out exhaustive, impartial and independent investigations and to ensure due process.

What Changes

The resolution demands immediate measures by Brazil to protect indigenous peoples, resume and strengthen demarcation of indigenous territories and to reinstate and reinforce agencies such as Funai and Ibama; it expresses deep concern about draft laws including PL 191/2020 and PL 490/2007 and the effects of illegal mining and deforestation. It urges European companies to perform human rights due diligence, asks the Commission to ensure proposed EU rules on deforestation protect indigenous rights, and calls on the EEAS and Member States to support civil society and closely monitor democracy in Brazil.

Who Is Affected

The resolution directly concerns Brazil, indigenous peoples and traditional communities, environmental and human rights defenders, European companies with supply chains in Brazil, and EU institutions and Member States.
