Economic coercion by third countries (P9_TA(2023)0333)
Decision
The European Parliament adopted its position at first reading on 3 October 2023 (P9_TA(2023)0333) on the proposal for a regulation on protection from economic coercion by third countries, approved a joint statement annexed to the resolution and took note of a Commission statement; it instructed its President to forward its position to the Council, the Commission and national parliaments.
What Changes
Parliament’s position corresponds to the final legislative act, Regulation (EU) 2023/2675, establishing an EU Anti‑Coercion Instrument that operates through deterrence and may, as a last resort, lead to the adoption of countermeasures; the instrument confers implementing powers and sets out procedural rules on the use of examination and committee procedures as described in the annexed statements.
Who Is Affected
The Regulation targets economic coercion by third countries and therefore concerns the Union and its Member States, as well as the EU institutions and Member State committees involved in applying the instrument.
