Deforestation Regulation: certain obligations of operators and traders — provisional agreement approved
Decision
On 17 December 2025 in Strasbourg Parliament approved the provisional agreement P10_TA(2025)0331 on the Commission proposal COM(2025)0652 (C10-0263/2025, 2025/0329(COD)), thus closing its first reading; a prior proposal to reject the Commission proposal was itself rejected. An initial vote on 26 November 2025 had referred the matter back to the Committee on the Environment, Climate and Food Safety under Rule 60(4), and the majority of the votes cast was required for the decision.
What Changes
The adopted text amends Regulation (EU) 2023/1115 as regards certain obligations of operators and traders, implementing the changes set out in the Commission proposal considered by Parliament. The Committee on the Environment, Climate and Food Safety, with rapporteur Christine Schneider, led Parliament’s work on the file.
