Deforestation Regulation: certain obligations of operators and traders (P10_TA(2025)0331)
Decision
The European Parliament adopted its position at first reading on 17 December 2025 (P10_TA(2025)0331) on the Commission proposal COM(2025)0652 to amend Regulation (EU) 2023/1115 as regards certain obligations of operators and traders. The provisional agreement was approved by the responsible committee and the Council representative gave an undertaking by letter of 10 December 2025 to approve Parliament’s position and the adopted position corresponds to the final legislative act, Regulation (EU) 2025/2650.
What Changes
Parliament’s position amends Regulation (EU) 2023/1115 to modify the obligations placed on operators and traders as set out in the adopted text. The position replaces the amendments adopted on 26 November 2025 and calls on the Commission to refer the matter back to Parliament if it substantially amends or replaces its proposal.
Who Is Affected
Operators and traders subject to Regulation (EU) 2023/1115 are directly affected and the position will be forwarded to the Council, the Commission and national parliaments.
