Commission consults Member States on prolonging Temporary Crisis Framework

Process in Brief

The Commission has launched a further consultation of Member States on a prolongation and adjustment of the State aid Temporary Crisis Framework, adopted on 23 March 2022 and first amended on 20 July 2022, following an initial consultation launched on 5 October 2022. The consultation builds on earlier work on measures to support electricity demand reduction and runs alongside Regulation (EU) 2022/1854 and the Commission's proposal on a new emergency regulation.

What Is at Stake

The consultation focuses on targeted amendments to broaden the possibility for Member States to provide public guarantees to energy companies to cover financial collaterals for trading activities and on additional adjustments to allow support to companies affected by high energy prices. The main objective is to increase flexibility for faster and more effective support to firms facing significant energy cost increases while protecting the level playing field in the Single Market.

Timeline

The Commission intends to adopt the revised Temporary Crisis Framework by the end of October, taking into account feedback from Member States and elements of the proposal on a new emergency regulation.
