Bilateral safeguard clause of the EU‑Mercosur agreements for agricultural products
Decision
The European Parliament adopted the report on the Commission proposal for a regulation implementing the bilateral safeguard clause of the EU‑Mercosur Partnership Agreement and the EU‑Mercosur Interim Trade Agreement for agricultural products under procedure 2025/0322(COD), document A10‑0254/2025, and approved the Commission proposal and amendments recorded as P10_TA(2025)0315. A request for referral back to the committee responsible was approved and the report names Gabriel Mato as rapporteur for the Committee on International Trade. An oral amendment to Article 4(1) moved by Nicolas Bay was not put to the vote because more than 39 Members opposed it.
What Changes
Parliament’s adoption approves the text to implement the bilateral safeguard clause for agricultural products in those EU‑Mercosur agreements and records the Parliament’s position for follow‑up steps. The referral back to the committee was requested to enable interinstitutional negotiations in accordance with the cited parliamentary rule.

The adopted measure applies to the EU and Mercosur parties to the Partnership Agreement and Interim Trade Agreement and directly concerns trade in agricultural products and the institutions handling interinstitutional negotiations.
