Amendments to Deforestation Regulation on operators and traders approved
Decision
The European Parliament approved the Commission proposal COM(2025)0652 together with Parliament’s amendments recorded as P10_TA(2025)0295 and rejected a separate proposal to reject the Commission proposal. Parliament also approved a request to refer the matter back to the committee responsible for interinstitutional negotiations in accordance with Rule 60(4), and detailed voting results were published with a last update of 4 February 2026.
What Changes
The adopted text amends Regulation (EU) 2023/1115 as regards certain obligations of operators and traders, reflecting the measures set out in the Commission proposal and the parliamentary amendments. An oral amendment to add a new recital was proposed during the sitting but was not put to the vote after more than 39 Members opposed putting it to the vote.
Who Is Affected
Operators and traders subject to Regulation (EU) 2023/1115 are directly affected, and the Parliament’s Committee on the Environment, Climate and Food Security (ENVI) has been asked to take the file forward for interinstitutional negotiations.
