Parliament approves Single Market emergency instrument

Decision

The European Parliament adopted the report on the Commission proposal for a regulation establishing a Single Market emergency instrument and repealing Council Regulation (EC) No 2679/98 (COM(2022)0459, procedure 2022/0278(COD)), as set out in document A9-0246/2023; the Commission proposal and Parliament's amendments were approved in plenary (P9_TA(2023)0317) by a majority of the votes cast. A request to refer the matter back to the committee responsible for interinstitutional negotiations was approved following a request by rapporteur Andreas Schwab, as recorded in the plenary minutes for item 7.7.

What Changes

The adopted text creates a new Single Market emergency instrument and expressly repeals the existing Council Regulation (EC) No 2679/98, thereby replacing the prior legal basis for emergency measures in the Single Market. By approving the proposal and its amendments and referring the file back to the responsible committee, Parliament has advanced the file toward interinstitutional negotiations on the final legal text.
