Ro-ro passenger ships: stability requirements

Decision

The European Parliament adopted its position at first reading on 14 March 2023 (P9_TA(2023)0064) on the Commission proposal COM(2022)0053, regarding amendment of Directive 2003/25/EC; the adopted position is set out in document A9-0255/2022. Parliament notes that, as an agreement was reached with the Council, its position corresponds to the final legislative act, Directive (EU) 2023/946.

What Changes

The adopted text amends Directive 2003/25/EC to include improved stability requirements and to align that Directive with the stability requirements defined by the International Maritime Organization. Parliament also calls on the Commission to refer the matter back to Parliament if it replaces or substantially amends its proposal and instructs its President to forward the position to the Council, the Commission and national parliaments.

Who Is Affected

The measures concern ro-ro passenger ships and the EU institutions named in the resolution, including the Commission, the Council and national parliaments.
