Phasing out Russian gas and preparing oil phase-out; Parliament adopts position
Decision
The European Parliament adopted its position at first reading on 17 December 2025 in legislative resolution P10_TA(2025)0330 (document A10‑0195/2025) and instructed its President to forward that position to the Council, the Commission and national parliaments.
What Changes
The adopted position sets out measures to phase out Russian natural gas imports, prepare the phase‑out of Russian oil imports, improve monitoring of potential energy dependencies and amend Regulation (EU) 2017/1938, and as an agreement was reached with the Council the position corresponds to the final legislative act, Regulation (EU) 2026/261. The Commission stated it intends to table a legislative proposal at the beginning of 2026 to ban oil imports from the Russian Federation as soon as possible but not later than by end 2027.
Who Is Affected
Directly affected and other relevant Member States are implicated, and the Commission committed to assess impacts on security of supply, economy and competitiveness of the most affected Member States and to work with them to identify measures to minimise risks.
