Parliament resolution on China’s rare earth export restrictions

The European Parliament adopted the motion for a resolution recorded as document B10-0332/2025 and adopted text P10_TA(2025)0166 on 7.7.2025, following a motion under Rule 136(2) submitted by Kathleen Van Brempt.

What Changes

The text criticises China’s recent and unjustified export restrictions on rare earth materials and magnets and calls on China to lift those measures while urging the Commission and Member States to take a firm and unified stance and to raise the issue at the upcoming EU-China summit on 24-25 July 2025. It further urges measures to mitigate EU overdependence by promoting diversification, increased domestic extraction, processing and recycling, strategic partnerships under the Clean Industrial Deal, and improved circular economy and waste management to secure access to critical and secondary raw materials.
