Parliament objects to Commission changes to high‑risk third countries list

Decision

The European Parliament adopted resolution B10‑0315/2025 objecting to Commission delegated regulation C(2025)3815 of 10 June 2025 pursuant to Rule 114(3). It instructs its President to forward the resolution to the Commission, to notify that the delegated regulation cannot enter into force, to call on the Commission to submit a new delegated act, and to forward the resolution to the Council and to Member States.

What Changes

The delegated regulation amends Commission Delegated Regulation (EU) 2016/1675 by adding Algeria, Angola, Côte d’Ivoire, Kenya, Laos, Lebanon, Monaco, Namibia, Nepal and Venezuela to the list of high‑risk third countries that have provided a written high‑level political commitment and developed an action plan with the FATF. It removes Barbados, Gibraltar, Jamaica, Panama, the Philippines, Senegal, Uganda and the United Arab Emirates from that list.

Who Is Affected

The listed third countries are directly affected and Union obliged entities under Directive (EU) 2015/849 must apply enhanced customer due diligence measures in relation to high‑risk third countries as set out in the Directive.
