Parliament demands action on China's raw materials export curbs

Decision

The European Parliament on 7 July 2025 adopted resolution B10‑0330/2025 under procedure 2025/2800(RSP), recorded as P10_TA(2025)0166, addressing China’s export restrictions on critical raw materials. The text was tabled pursuant to Rule 136(2) to wind up the debate on the Commission statement.

What Changes

The resolution calls on the Commission and Member States to pursue countermeasures, negotiate general licences for affected industries, establish a CRM fund for research and talent, expedite permitting and finance strategic CRMA projects, introduce stockpiling targets and favour procurement of materials from the EU and trusted partners to achieve a de‑risked CRM value chain by 2030. It also urges use of trade defence, investment screening and coordinated action with trusted partners and the WTO where necessary.

Who Is Affected

The resolution targets EU industries reliant on critical raw materials, including automotive, defence, semiconductor, green technology and healthcare sectors, as well as EU institutions and Member States, while addressing China as the dominant supplier.
