Parliament consents to Norway supplementary rules for BMVI participation

Decision

The European Parliament gave its consent to the draft Council decision to conclude an agreement with the Kingdom of Norway on supplementary rules for participation in the Instrument for Financial Support for Border Management and Visa Policy (BMVI) as part of the Integrated Border Management Fund 2021–2027 (12129/2023 – C9‑0002/2024 – 2023/0224(NLE)). The LIBE committee adopted its recommendation by roll call vote with 43 in favour, 4 against and 6 abstentions.

What Changes

The Agreement establishes the supplementary rules for Norway’s participation in the BMVI, introduces mechanisms for swift adjustment in case of changes to key Union legislation such as the Financial Regulation and the Common Provisions Regulation, requires the BMVI mid-term review to consider delayed participation by Schengen associated countries and contains a provision on ETIAS. It extends budgetary and financial control obligations to Norway, including oversight by the Court of Auditors, OLAF, the EPPO and the Commission.
