Parliament adopts provisional agreement on Data Act
Decision
The European Parliament adopted the provisional agreement on the proposal for a regulation on harmonised rules on fair access to and use of data (Data Act), recorded as P9_TA(2023)0385, in the plenary item PV 09/11/2023 - 5.10 by a majority of the votes cast. An earlier plenary vote on 14 March 2023 had been referred back to the committee for interinstitutional negotiations under Rule 59(4).

The adopted text reflects Parliament’s first‑reading position on COM(2022)0068 and is based on the committee report A9-0031/2023 from the Committee on Industry, Research and Energy with Pilar del Castillo Vera as rapporteur. Parliament’s first reading was closed by this adoption, formalising its position on the harmonised rules on fair access to and use of data.
