Parliament adopts package on Ukraine support, MFF, EGF, association agreements and GMOs

The European Parliament adopted a package of texts in Strasbourg on 11 February 2026. The adopted items listed include a Regulation implementing enhanced cooperation on the establishment of the Ukraine Support Loan for 2026 and 2027, an amending Regulation establishing the Ukraine Facility, an amendment to the multiannual financial framework for the years 2021 to 2027, mobilisation of the European Globalisation Adjustment Fund for application EGF/2025/006 BE/Audi, an interim report in view of the consent procedure on the Agreement establishing an association between the EU and the Principality of Andorra and the Republic of San Marino, a text on EU strategic defence and security partnerships, and approvals for genetically modified soybean DBN-09004-6, maize T25 (ACS-ZMØØ3-2) and cotton GHB614 × LLCotton25 and T304-40.
What Changes
The adopted measures implement enhanced cooperation to establish the Ukraine Support Loan for 2026–2027 and amend existing legal instruments relating to the Ukraine Facility and the Union’s multiannual financial framework 2021–2027. They also mobilise support from the European Globalisation Adjustment Fund for the Audi-related Belgian application, record an interim report for the consent procedure on association with Andorra and San Marino, adopt a text addressing EU strategic defence and security partnerships, and authorise specified genetically modified crop events under EU rules.
