Parliament adopts amendments to exceptional trade measures for Stabilisation and Association Process countries

Decision

The European Parliament adopted the report A10-0188/2025 on the proposal for a regulation amending Regulation (EU) 2024/823, corresponding to COM(2025)0229 and C10-0083/2025 under procedure 2025/0108(COD), after a vote recorded in the plenary on 13 November 2025 at 6.10. The Committee on International Trade rapporteur was Kris Van Dijck and the Commission proposal together with parliamentary amendments were approved in the adopted text P10_TA(2025)0265, closing Parliament’s first reading; a majority of the votes cast was required and detailed voting results were published and last updated on 19 March 2026.

What Changes

The adopted act amends Regulation (EU) 2024/823 of 28 February 2024 by incorporating the Commission’s proposal and the parliamentary amendments concerning exceptional trade measures. The legal effect is to modify the existing framework on exceptional trade measures as set out in the referenced regulation and adopted Parliament text.

The measures apply to countries and territories participating in or linked to the Stabilisation and Association Process.
