EU Parliament resolution on human cost of Russia’s war

Decision

The European Parliament adopted resolution B10‑0307/2025 under procedure 2025/2710(RSP) with texts adopted as P10_TA(2025)0160, following a debate to wind up statements pursuant to Rule 136(2) of its Rules of Procedure.

What Changes

The resolution reiterates strongest condemnation of Russia’s unprovoked war, demands that Russia cease military activities, withdraw from Ukraine and release all unlawfully detained civilians and POWs, and calls for full accountability for alleged executions, torture and other war crimes. It urges the EU and Member States to increase humanitarian and rehabilitation assistance, support creation of a Special Tribunal for the crime of aggression, ensure steady defence supplies to Ukraine, adopt an 18th sanctions package and further sectoral measures, and to transfer immobilised Russian assets to special purpose vehicles to fund defence, reconstruction and reparations.

The resolution directly concerns Russia and its authorities, Ukraine and its civilians including children and POWs, EU Member States and listed Russian industrial sectors and operators such as metallurgical, chemical, agricultural, financial, IT and nuclear industries and shadow fleet vessels.
