EU Parliament Consents to Canada PNR Agreement

Decision

The European Parliament adopted a legislative resolution of 12 March 2025 (P10_TA(2025)0030) and gives its consent to the draft Council decision on the conclusion, on behalf of the Union, of the Agreement between Canada and the European Union on the transfer and processing of Passenger Name Record data, referring to draft Council decision 08897/2024 and draft Agreement 08896/2024. The text notes the request for consent C10-0125/2024, the committee recommendation A10-0013/2025 and cites Rules 107(1) and (4) and 117(7) of the Parliament’s Rules of Procedure, and instructs the President to forward its position to the Council, the Commission and the governments and parliaments of the Member States and of Canada.

What Changes

By giving its consent, Parliament permits the Union to conclude the Agreement on PNR data as set out in the submitted draft documents, implementing the consent step of the procedure 2024/0051(NLE). This decision enables the international agreement between the Union and Canada on transfer and processing of Passenger Name Record data to proceed.
