EU Parliament adopts CAP amendments on payments, governance and controls
Decision
The European Parliament adopted the provisional agreement (document P10_TA(2025)0321) on the report A10-0164/2025 under procedure 2025/0236(COD), closing Parliament’s first-reading position; the Committee on Agriculture and Rural Development presented the report and André Franqueira Rodrigues was the rapporteur.
What Changes
The adopted text amends Regulation (EU) 2021/2115 as regards the conditionality system, types of intervention in the form of direct payment, types of intervention in certain sectors and rural development and annual performance reports. It also amends Regulation (EU) 2021/2116 as regards data and interoperability governance, suspensions of payments, annual performance clearance and controls and penalties.
Who Is Affected
The changes affect the implementation of the Common Agricultural Policy, including rules on direct payments and rural development under the two amended Regulations.
