EU and Norway amend tariff‑rate quotas after UK withdrawal
Decision
The European Parliament adopted a legislative resolution of 12 March 2025 (P10_TA(2025)0029) giving its consent to the conclusion of an Agreement in the form of an Exchange of Letters between the European Union and the Kingdom of Norway amending the EU‑Norway Agreement pursuant to Article XXVIII of GATT 1994; relevant documents include the draft Council decision 13817/2023 and the draft Agreement 13818/2023 with the committee recommendation registered as A10‑0017/2025. The Parliament acted following the Council’s request for consent C10‑0189/2024, noted Rule 107 and Rule 117 of its Rules of Procedure, and instructed its President to forward its position to the Council, the Commission and the governments and parliaments of the Member States and of the Kingdom of Norway.
What Changes
The Agreement modifies concessions on all the tariff‑rate quotas included in the EU Schedule CLXXV to reflect consequences arising from the United Kingdom’s withdrawal from the European Union.

The measure concerns the European Union and its Member States and the Kingdom of Norway and applies to the tariff‑rate quotas listed in EU Schedule CLXXV.
