EP Position
The European Parliament concluded that Implementing Regulation (EU) 2025/1093 exceeds the implementing powers of Regulation (EU) 2023/1115 and called on the Commission to repeal it and to revise the country benchmarking system to be based on up-to-date data, allow regional differentiation and include transparent weighting of risk indicators. The resolution also urges clear, time-bound reassessment procedures, inclusive stakeholder engagement, support for forest governance and traceability, and complementary measures such as forest partnerships and technical assistance.

Parliament warned that the current tripartite risk classification lacks granularity, relies on outdated data and creates market uncertainty and potential volatility for commodity supply chains, and therefore called for a revised, more precise methodology to improve legal certainty for operators on the Union market and exports of relevant commodities.
What Comes Next
The resolution instructs the President to forward the text to the Council and the Commission and to the governments and parliaments of the Member States.
