Data Act: plenary approves report and refers file back to committee
Decision
The European Parliament adopted the report on the proposal for a regulation on harmonised rules on fair access to and use of data (Data Act), document A9-0031/2023, and the texts P9_TA(2023)0069 and P9_TA(2023)0385 were recorded as adopted; a request for referral back to the committee was also approved. The vote took place in plenary on 14 March 2023 and a simple majority was required.
What Changes
The outcome approves the Commission proposal and parliamentary amendments and establishes a procedural step by referring the matter back to the committee responsible for interinstitutional negotiations pursuant to Rule 59(4). This moves the file toward negotiation between institutions while keeping the adopted amendments on record.
Who Is Affected
The measure concerns the proposed EU regulation on fair access to and use of data and thus entities and stakeholders covered by that regulation and the institutions involved in the legislative process, notably the Committee on Industry, Research and Energy.
