Commission amends Temporary Crisis Framework to back renewables and decarbonisation

Measure in Brief

The Commission adopted an amendment to the State aid Temporary Crisis Framework adopted on 23 March 2022, complementing the Winter Preparedness Package. It authorises Member States to support investments accelerating renewable energy rollout and to facilitate industrial decarbonisation, including through renewable hydrogen, electrification and energy efficiency, under specified conditions.

Who Is Affected

Member States may set up schemes or directly support projects with simplified tenders, limits on public support and top-up bonuses for SMEs. Sanctioned Russian-controlled entities are excluded, and the amendment raises limited-aid ceilings to 62,000€ for agriculture, 75,000€ for fisheries and aquaculture, and up to 500,000€ in other sectors while clarifying rules on aid for increased gas and electricity costs.

What Comes Next

Aid under the new renewable and decarbonisation sections may be granted until 30 June 2023, while liquidity support and measures covering increased energy costs remain available until 31 December 2022, and the Commission will later assess the need for any extension.
