EP backs AVMSD amid US trade concerns

Decision

The European Parliament adopted resolution B10‑0446/2025 (document P10_TA(2025)0256) on Audiovisual Media Services Directive obligations in the transatlantic dialogue and instructed its President to forward the text to the Council, the Commission and Member State governments and parliaments.

What Changes

The resolution calls on the Council and Member States to support the Commission in defending the AVMSD and to keep audiovisual services excluded from trade commitments, and urges the Commission to reject attempts to classify the AVMSD as a trade distortion by the United States. It reiterates that Member States must ensure on‑demand providers under their jurisdiction broadcast at least a 30% share of European works and may require foreign providers targeting their territory to contribute financially to European production.

Who Is Affected

Member States, EU institutions and audiovisual operators including TV broadcasters, on‑demand services and video‑sharing platforms are directly affected, with the measure framed in response to actions by the United States.
