Parliament adopts simplification of CAP rules
Decision
The European Parliament adopted its position at first reading on 24 April 2024 on the Commission proposal COM(2024)0139 and related file 2024/0073(COD), instructing its President to forward the position to the Council, the Commission and national parliaments. Parliament called on the Commission to refer the matter back to Parliament if it replaces or substantially amends its proposal and notes that Parliament’s position corresponds to the final legislative act, Regulation (EU) 2024/1468.
What Changes
The adopted position amends Regulations (EU) 2021/2115 and (EU) 2021/2116 to address good agricultural and environmental condition standards, schemes for climate, environment and animal welfare, the amendment and review of CAP Strategic Plans, and exemptions from controls and penalties. These changes alter the legal and procedural framework for CAP implementation and introduce modifications to controls and penalty exemptions that compliance teams will need to follow.
